Arbutus Cloud: Issues booting or rebooting volume-backed instances

Summary

There's currently an issue preventing volume-backed instances from being created, or existing volume-backed instances from rebooting with access to their boot volume. Administrators are aware of the issue and working towards resolution. Instance operators are advised against rebooting volume-backed instances at this time.
